Thank you for taking the time to browse our web page. Additional sources for information regarding SC Officials appear in the SC Swimming newsletter and by e-mail from the Officials’ Committee. Our current goals for the Committee to accomplish appear in the October LSC newsletter.

Order forms for the SC Officials Polo Shirts also appear on the SC LSC website under “documents/ forms.” We are designing the order form for the name tags; if you currently desire a name tag but have not ordered, please do so at your earliest convenience. The manufacturer can only produce name tags in blocks of 10 orders or greater.

Certification Requirements for Stroke/ Turn 

1.       Attend one of the scheduled Stroke/ Turn Clinics throughout the LSC (periodically posted on the “Bulletins” on the homepage of South Carolina Swimming).

2.     Participate as an apprentice in a minimum of 4 sessions over a minimum of 2 SCLSC sanctioned meets under the supervision of a minimum of 2 different Certified/ Registered Referees

3.     Take the on- line tests for “Timer” and “Stroke and Turn” found on the USA Swimming. Org webpage under the “Volunteers” tab, under Officials/ certifications and tests prompts. Have the results sent electronically to the Committee Chair along with your completed Apprenticeship form with all appropriate signatures in place.  

 

Once these steps are in place, you will receive your Certification card from the SCLSC office. You will need to have your USA Swimming membership card present at all meets once certified in order to serve as a Stroke and Turn Official. You do not have to be registered with USA Swimming in order to attend the clinic or apprentice but must be registered in order to take the on- line exam. You must have served for a minimum of 1 year and 20 sessions as a stroke and turn official in order to train to become a starter.

 


 

New Apprenticeship Process Unveiled

The Officials’ Committee of the South Carolina LSC has recently revamped its process for the apprenticeship of all new Stroke and Turn Judges, Starters and Referees. The centerpiece of the new program will be the form which will be used by both the meet referees and the official being “shadowed” to evaluate the knowledge and performance of the apprentice.The form guides the referee and official to evaluate the apprentice along 6 criteria: knowledge of the rules, position/ control, alertness, attitude/ poise, reliability and overall performance. By position/ control it is meant how well apprentices place themselves to observe their assigned jurisdiction and how well they are able to stay in an appropriate position. Attitude/ poise signifies one’s ability not to get “stressed” by anything from constructive criticism, pace of the meet, or disagreements a swimmer, parent or coach might have in a particular call. Reliability can also refer to consistency in calls or demonstrating the balance between an infraction or “something close” to an infraction. 

                For each of these criteria, the shadowed official or referee will score the apprentice from a score of “0” – no observation, “1”- needs additional training through “4”- exceeds standards.    There will also be a section for each session for the appropriate official to make more specific comments or observations regarding the apprentice’s current state of competence, confidence and readiness. 

            The new forms will be provided to all clinic participants after January 1, 2009. Those of you in a position to evaluate/ train apprentices should see both this and the previous form utilized for apprenticeships which simply asked the evaluator to verify the apprentice’s participation at a particular session. We hope the new system will offer appropriate feedback for the apprentice to grow in confidence and readiness to officiate as well as insight for current and future referees to more appropriately assign these apprentices.

FINA Officials Lists
 
Congratulations to the following officials who have been named to the next FINA Swimming Officials list for the period from January 1, 2009 through December 31, 2012. The starters named to the list are Melissa Hellervik-Bing and Bill Repass and the referees are Dave Coddington, Clark Hammond and Jay Thomas.
 
 
The officials named to the FINA Open Water Officials list for the same period are Sid Cassidy, Mike Saltzstein, Rick Walker, Mark McCaw and Jay Thomas.
 

Maxwell Award
Congratulations to our latest recipient of the Maxwell Excellence Award for service to local swimming, given by Swimming World Magazine. Paul Kemp of Midwestern Swimming is the November 2008 recipient. To read more about the Maxwell Award and see a list of previous recipients, click here. Officials Training Clinic
The annual Official’s Training Clinic was held over the weekend of October 10-12 in Minneapolis, MN. There were 71 attendees from 46 LSCs at the clinic that opened on Friday evening with a spirited session of situations and burning issues submitted by the attendees in advance. Saturday morning, the sessions were led off with a talk by Paul Lundsten, coach of Star Swimming in Minnesota, about what the coaches and athletes are looking for from officials at meet. The balance of the clinic had sessions covering starter, deck referee, meet referee, chief judge, etc. Each session had a subsequent break-out session where the attendees could exchange ideas on questions related to each session.
The attendees were charged with the responsibility of taking the things they learned at the clinic back to their LSCs and sharing them with their fellow officials. Changes to the Officials Tracking System(OTS)
The first of several enhancements to the OTS have been completed. These include:
· Emails sent to LSC Officials Chairs when an official in their LSC applies for National advancement or recertification will now include what is being applied for and what was approved.
· When using the “search by official” functions, the default for registration status changes from “current year” to “current and prior year” for September, October, November and December each year. It reverts back to “current year” from January through August.

Situation: Check-in Procedures
At an LSC competition the meet invitation expressly included the phrase, “Positive check-in by 5:00 pm Saturday is required for the 800 and 1500 Freestyle events on Sunday.” No additional information was given regarding the check-in procedures. A couple of coaches did not check in their athletes prior to the deadline for check-in, but later wanted their athletes to participate in the events. After initially agreeing to allow the additional entries, the referee changed his mind when other coaches protested that to allow the swims would violate the check-in procedure stated in the meet announcement. Ultimately the referee decided the athletes could swim, but they would not be scored in the event, and the swims would be treated as a time trial for those affected. Correct Ruling?
